The penalties, stated plainly
No warning triangles and no scare language. These are published administrative penalties. Here is what each one is and how it adds up.
| What has gone wrong | Administrative penalty |
|---|---|
| Failure to implement the e-invoicing system by your date | AED 5,000 for each month of delay, or part of a month |
| An invoice or credit note that does not meet the requirements | AED 100 per document, capped at AED 5,000 per calendar month |
| Failure to notify a system failure | AED 1,000 for each day of delay, or part of a day |
| Failure to notify a change in your data | AED 1,000 for each day of delay, or part of a day |
Penalty amounts are set by the authorities and can change. Confirm the current position with the Federal Tax Authority or a qualified adviser before you rely on these figures.
A worked example
Take a trading company issuing 200 invoices a month that goes live on time, but whose customer master data was never cleaned. A proportion of its invoices fail because the buyer's legal name does not match the register or the TRN is wrong.
| Scenario | Non-compliant documents | At AED 100 each | Charged after the monthly cap |
|---|---|---|---|
| Data is clean | 0 | AED 0 | AED 0 |
| 5% of invoices fail | 10 | AED 1,000 | AED 1,000 |
| 20% of invoices fail | 40 | AED 4,000 | AED 4,000 |
| 30% of invoices fail | 60 | AED 6,000 | AED 5,000 (capped) |
The per-document penalty is capped at AED 5,000 per calendar month. Once a business is past roughly 50 non-compliant documents in a month, further failures cost nothing extra in penalty terms — but they still cost you unpaid invoices and time.
The cost that is not a penalty
In our experience the penalty is rarely the expensive part. Three other things cost more:
- Invoices that do not get paid. A document your customer's system rejects is a document that sits in somebody's queue while your cash sits with them.
- Staff time spent re-issuing. Every rejection is re-worked by hand, usually by the person who can least afford the interruption.
- Emergency remediation. Cleaning three years of master data in the six weeks before a deadline costs several times what it costs to do calmly over a quarter.
How to avoid all of it
Be ready early, test with real documents, and monitor monthly so a rejection is caught in the week it happens. None of that is complicated. It just has to be started.
